According to the annual study conducted by Transparency International Ukraine, Lviv has once again confirmed its status as one of the most transparent municipalities in Ukraine in 2024! In the transparency ranking that covered 100 cities across 21 regions, Lviv shares a place in the top 5 along with Chernivtsi, Vinnytsia, Lutsk, and Mukachevo.

Transparency was assessed based on several criteria, including: access to data on land and housing issues, management of municipal property, humanitarian aid, shelters, compensation, public procurement, human resource policies, and more. The researchers analyzed official city council websites, responses to information requests, open data portals, the Prozorro platform, and media sources.

This year’s ranking was led by Chernivtsi with 84.5 points, followed by Vinnytsia (81) and Lutsk (76). Lviv continues to hold a strong position among the cities with the highest level of openness.

The City Transparency Ranking is compiled annually by Transparency International Ukraine. Participating cities are evaluated on a 100-point scale across various areas of local governance, including budgeting, public procurement, municipal property, education, social services, and more. In total, 70 indicators are taken into account. The goal of the ranking is to enhance openness and accountability of local governments to their communities.
