Ahead of the URC 2026 in Gdansk, the Investment and Projects Office Lviv City Council (Invest in Lviv), in partnership with the International Finance Corporation (IFC) and Deloitte Ukraine, held a Bidders Conference for potential participants in the tender within the framework of the public-private partnership (PPP) project for the construction of the UNBROKEN Surgical Hospital in Lviv.

The event was attended by over 50 representatives of the private sector and international organizations, including more than 20 construction companies and EPC contractors considering participation in the upcoming tender. This level of participation demonstrates a strong demand for the project among international businesses and a high level of competition at the tender preparation stage.

During the conference, the project team presented the key parameters of the initiative: the PPP structure, terms of participation, scope of work, and implementation mechanism. A special focus was placed on the technical, financial, and legal aspects to ensure the transparency of the procedure and a unified understanding of the requirements among potential investors.

For most companies, participating in the Bidders Conference was a continuation of an ongoing dialogue: over the past six months, the project team has conducted a series of individual online consultations with interested investors and contractors. This will allow for a better alignment of the project’s parameters with market expectations.

The UNBROKEN Surgical Hospital is one of Lviv’s key healthcare infrastructure projects, which will be implemented under a public-private partnership model. Its creation is part of the development of the UNBROKEN ecosystem, aimed at providing comprehensive medical care and rehabilitation.

The project partners include the IFC, Swedfund, Deloitte, the Ukrainian Healthcare Center (UHC), Shigeru Ban Architects, and ABMK.
