The Lviv City Council has signed an international memorandum of cooperation within the framework of a project to develop a digital twin of the city. The partners include the Japanese company Eukarya, as well as Ukrainian companies GIS Point and Mirnychyi LLC.

The signing of the document marks the transition to the practical phase of the initiative and opens opportunities to attract grant funding from UNIDO (United Nations Industrial Development Organization).

The project предусматриє the creation of a digital twin of Lviv based on the open WebGIS platform Re. It involves integrating the city’s spatial data into a unified system to improve the quality of planning and decision-making.

As part of the cooperation, the Japanese company Eukarya will provide technology transfer and technical training for Ukrainian specialists. The city will be responsible for coordinating the implementation of the platform within municipal services and defining digitalization priorities. GIS Point will handle the preparation and integration of municipal GIS data, while Mirnychyi LLC will carry out high-precision geodetic work and verification of spatial data.

On behalf of the Lviv City Council, the project is being implemented by the Investment and Projects Office within the Japan Desk Lviv service, in cooperation with the Department of Natural Resources and Construction and the Spatial Planning Office of the Department of Architecture and Spatial Development.

The digital twin will include data on green areas, water resources, flood risks, urban development, as well as 3D models of heritage sites protected by UNESCO.

A separate component предусматриє the integration of information on civil shelters, with the ability to promptly update data on their condition, capacity, and accessibility.
