Lviv Prepares Tender to Select a Private Partner for the Public-Private Partnership Project to Build the UNBROKEN Surgical Facility
08 Sep 2026

A tender commission has begun work in Lviv to select a private partner for the public-private partnership (PPP) project to build the UNBROKEN surgical facility at 9 Mykolaichuka Street. The commission is currently preparing prequalification documentation in cooperation with international advisers. The tender, using a tender (restricted procedure), is expected to be launched next month.

The first meeting of the standing tender commission for public-private partnership projects has taken place. The commission will oversee the selection of a private partner for the construction of the UNBROKEN surgical facility in Lviv.

The project’s advisers include the International Finance Corporation (IFC), Deloitte, EY Ukraine, and abmk.

A restricted tender procedure has been selected for the project. It will consist of two stages: prequalification of potential private partners and the submission of tender proposals.

The commission is currently preparing the RFQ (Request for Qualification) documentation, which will be used to assess whether potential participants meet the established qualification requirements. Once the documentation is approved, the city will launch the tender and publish the Instructions to Applicants. Companies that successfully pass the prequalification stage will be eligible to submit their tender proposals.

“The standing tender commission for public-private partnership projects has begun work on selecting a private partner to build the UNBROKEN surgical hospital at 9 Mykolaichuka Street. The commission’s membership was approved by a resolution of the Lviv City Council in July this year. We are now working with our advisers to prepare the prequalification documentation (RFQ). Next month, we plan to launch the restricted tender procedure and publish the Instructions to Applicants. Participants who pass the prequalification stage will be able to submit their tender proposals. In mid-October, we will also hold the second Bidders’ Conference in Istanbul to present the current status of the project to international partners,” said Andrii Pavliv, Head of the Investment and Projects Office and Secretary of the Lviv City Council’s standing tender commission for public-private partnership projects.

The second Bidders’ Conference is scheduled to take place in Istanbul in mid-October 2026. The event will bring together potential participants in the PPP tender and will be open to private companies interested in the project.

The construction of the UNBROKEN surgical hospital is part of the continued development of the UNBROKEN ecosystem in Lviv. The selection of a private partner through the PPP mechanism is expected to follow a competitive procedure involving prequalification and the submission of tender proposals.
