The Investment and Project Office of the Economic Development Department of the Lviv City Council announces an open tender for choosing a management company of the Syhnivka industrial park (hereinafter, the Tender).
Subject matter of the tender: choosing a management company of the Syhnivka industrial park (hereinafter, the Syhnivka IP).

The land plots the industrial park is planned to be developed on:
The Syhnivka industrial park has been set up on 5 municipal land plots with the total surface area of 30.1406 ha:
- 4610136300:05:021:0010 – with a surface area of 15.0000 ha;
- 4610136300:05:020:0013 – with a surface area of 4.1806 ha;
- 4610136300:05:020:0014 – with a surface area of 3.3300 ha;
- 4610136300:05:020:0015 – with a surface area of 4.0200 ha;
- 4610136300:05:020:0016 – with a surface area of 3.6100 ha.
The facilities located on the land plots of the industrial park: there are no facilities in the territory of the Syhnivka industrial park.
The time period the industrial park is created for: 50 years.
The industrial park creation is initiated by: the Lviv City Council.
The authorized body to perform the functions of the initiator of the industrial park creation in the process of organizing and holding the tender for choosing a management company of the industrial park: the Investment and Project Office of the Economic Development Department of the Lviv City Council (hereinafter, the Authorized Body).
The management company is to:
- ensure the development and implementation of the business plan of the Syhnivka IP;
- design and build the engineering and transport infrastructure within the Syhnivka IP, relocate the necessary engineering networks for the implementation of the project;
- design and build industrial, warehouse and office premises of the Syhnivka IP;
- obtain permits and approvals necessary for carrying out economic activities within the industrial park;
- allocate industrial-type premises with an area of at least 2,500 square metres within the Syhnivka IP to create a business incubator for start-ups with the aim of developing innovations and technologies prior to the commissioning of the 2nd phase of the project. Next, provide this space for free rent to start-up projects and production projects as agreed with the initiator. The start-up projects to be installed in the territory of the park will be chosen on a competitive basis according to the requirements agreed between the initiator and the management company;
- build an underground production facility in case of a corresponding request of the bidder (resident);
- create a recreation area with greenery and a reservoir for employees of the Syhnivka IP to relax. The reservoir should also play the technical function of a fire reservoir, and, if necessary, a drainage and rainwater reservoir;
- keep the industrial park in a proper condition;
- report quarterly to the initiator on the work and functioning of the Syhnivka IP;
- carry out activities to attract new businesses to the industrial park;
- provide conditions for connecting businesses to engineering networks and utilities;
- as agreed with the businesses, represent their interests in their relations with the licensing authorities, services, enterprises, institutions and organizations;
- put into operation the 1st phase within 2 years upon the contract execution date;
- carry out economic activities within the industrial park;
- adhere to the concept of the industrial park;
- provide unhindered access to the network corridor and sewage pumping station for utility services (upon request);
- take measures to implement service incentives for residents;
- comply with the terms of the contract on the creation and operation of the industrial park as well as the contract for the lease of land plots within the Syhnivka IP.
Conditions for participating in the Tender:
In order to participate in the Tender, the bidder is to submit a bid for participating in the tender according to the tender documentation.
Criteria for admitting bidders to the Tender:
- experience in successful implementation of investment projects involving construction of commercial real properties with an area of at least 15,000 square metres;
- experience of the bidder and/or its parent company and/or another company of the same group of companies, to which the bidder belongs, in building and managing real properties and/or organizing the construction of buildings;
- adequate organizational structure for the project implementation of the bidder and/or its parent company and/or another company of the same group of companies, to which the bidder belongs;
- adequate financial capacity to implement the project of the bidder and/or its parent company and/or another company of the same group of companies, to which the bidder belongs;
- the bidder is not being wound up or reorganized;
- the bidder has not been declared a bankrupt and no bankruptcy proceedings have been initiated in relation to the companies;
- there are no final beneficiaries, owners, controllers of the bidder, its parent company and other companies of the same group of companies, to which the bidder belongs, that are residents of a state recognized by the Verkhovna Rada of Ukraine as an aggressor state;
- the bidder, its parent company and other companies of the same group of companies, to which the bidder belongs, are not registered in the offshore zone, and are no entities with over 50 percent of shares in total being owned directly or indirectly by such entities (the list of such zones is determined by the Cabinet of Ministers of Ukraine), and are not registered in the countries included by the Financial Action Task Force on Anti-Money Laundering and Terrorist Financing (FATF) in the list of countries that do not cooperate in the field of anti-money laundering;
- the bidder, its parent company and other companies of the same group of companies, to which the bidder belongs, are not related to any legal entities registered in a state recognized by the Verkhovna Rada of Ukraine as an aggressor state, or which are subject to sanctions under Ukrainian or international legislation law;
- the bidder, its parent company and other companies of the same group of companies, to which the bidder belongs, carry out no economic activities in the territory of a state recognized by the Verkhovna Rada of Ukraine as an aggressor state;
- the bidder has no unpaid taxes and fees (mandatory payments).
Criteria for evaluating bids:
- the best terms and conditions for the creation and operation of the Syhnivka industrial park;
- compliance of the business plan with the concept of the Syhnivka industrial park;
- the best planned economic indicators of the Syhnivka industrial park;
- the bidder’s ability to ensure the proper functioning of the industrial park based on its experience in the implementation of similar projects, adequate organizational structure and qualifications of its employees (based on the review of documents submitted to prove compliance with the admission criteria);
- existence of documented negotiations with production companies whose activities correspond to the production sectors approved by the Concept of the Syhnivka industrial park regarding its interest in locating their production facilities in the territory of the Syhnivka industrial park;
- the best model for the development of research and technological activities in the Syhnivka industrial park, in particular the best conditions for the operation of the business incubator (the largest offered area of production facilities to be leased at no charge; the best conditions regarding the lease term, the model of selection and further support of start-up projects within the business incubator), laboratory and training facilities;
- innovativeness, uniqueness and environmental friendliness of the proposed architectural and construction solutions, as well as solutions for the development of alternative energy sources within the Syhnivka industrial park.
