Lviv became the center for key EU diplomatic decisions on Europe Day
09 May 2025

On May 9, a historic event took place in Lviv — for the first time in Ukraine, an external meeting of the Council of Foreign Ministers of the European Union was held. A total of 35 delegations from EU member states and other countries arrived in Lviv. The city became a platform for strategic international decisions aimed at strengthening European unity and supporting Ukraine during wartime.

The meeting of EU Foreign Ministers with the participation of Ukraine was held under the chairmanship of the High Representative for Foreign Affairs and Security Policy of the EU, Kaja Kallas. The event was officially opened online by the President of Ukraine, Volodymyr Zelenskyy. The partners announced concrete decisions in support of Ukraine.

Three major international events took place in Lviv:

  1. Meeting of the EU Foreign Affairs Council
All 27 EU member states discussed a new package of sanctions against Russia, additional military support, and the next steps on Ukraine’s path to EU membership.

  2. Agreement on €1 billion in support for Ukraine
This marks the second tranche of revenue from frozen Russian assets allocated to strengthen Ukraine’s defense capabilities. The agreement was signed with the participation of Kaja Kallas as head of the EU delegation, along with representatives of Denmark, France, and Italy.

  3. Meeting of the War Crimes Group coalition
In Lviv, an agreement was reached to establish a tribunal to prosecute Russia’s top leadership for crimes against humanity. The Lviv Declaration was signed, launching an international process. The future tribunal will operate in The Hague, with the Council of Europe playing a key role.

Additionally, EU delegations honored the memory of fallen Ukrainian defenders at the Lychakiv Cemetery.
