ДетальнішеThe Lviv City Council plans to implement a public-private partnership (PPP) project for the construction of a surgical building as part of the UNBROKEN rehabilitation ecosystem. This model of cooperation will involve financing, design, construction, and maintenance by a private partner (investor) of a 220-bed surgical facility.
The project is expected to be implemented as a blended public-private partnership model, combining donor, public, and private financing. The City intends to prepare and conduct an open competitive selection process for a private partner in accordance with the legislation of Ukraine and best international practices.
The competition will be held in two stages. At the first stage, private investors will submit prequalification applications along with qualification and selection documents. At the second stage, prequalified candidates/participants will submit their technical and financial proposals. Following this, the City will select the winner and conclude a long-term public-private partnership agreement (approximately 15–20 years).
The launch of the competitive procedure is expected in early 2026.
The partners of Lviv City Council in this project include the International Finance Corporation (IFC), a member of the World Bank Group, as the lead advisor, as well as Deloitte, ABMK, the Ukrainian Healthcare Center (UHC), and others.
The City invites all interested stakeholders with relevant experience and potential interest in this project to discuss any questions or obtain additional information by contacting the Lviv City Investment and Project Office. Such inquiries may be submitted by February 14, 2026.

We would like to remind that the architectural concept of the UNBROKEN surgical building was developed by the team of Shigeru Ban, a world-renowned Japanese architect and Pritzker Prize laureate. The local design partner for the project is the architectural firm ABMK. The building is set to become a modern architectural landmark, combining sustainability, advanced technologies, accessibility, and a warm, human-centered design for patients.
The feasibility study of the project is being prepared by a team of consultants from Deloitte, IFC, Lviv City Council, and TMO1, with funding from the Swedish fund SwedFund, which provided a grant of SEK 4 million.
