ДетальнішеThe Lviv City Council has signed a memorandum of cooperation with the company “Well Bud Plus” to prepare a public-private partnership (PPP) project for the construction of a sports shooting complex within the Lviv territorial community. The complex will cover an area of over 20 hectares, and its construction will be funded through private investment.
“Well Bud Plus” has initiated the project as a private partner in accordance with the Law of Ukraine “On Public-Private Partnerships.” The company is responsible for preparing a detailed PPP proposal, including a comprehensive feasibility study. Once completed, the Lviv City Council will assess the feasibility study and make a decision on whether to proceed with the project.
The signed memorandum marks the official start of the project implementation through a PPP model, which will later include an open tender to select the construction investor and operator of the facility.
According to the city’s investment department, the construction of the sports shooting complex carries significant social value — including sports and firearms training for Lviv residents, especially veterans. The project is part of Lviv’s broader strategic priorities amid the ongoing Russian war, focusing on military preparedness and patriotic education.
The future facility aims to become a modern, European-standard shooting range and one of the largest of its kind in the region. It will host not only training and educational activities but also national and European-level competitions.
It is worth recalling that in October 2022, Lviv announced a nationwide open architectural competition for the design of a shooting range and training grounds within the city’s territory.
The winning design, submitted under the code 101010, was developed by the architectural team of Mykhailo Soluk, Oleksandr Gazdaika, and Nataliya Soluk from Soluk Architects LLC, based in Lviv.
The project envisions a wide range of shooting distances — 25, 50, 100, 300, and 600 meters — as well as indoor and semi-indoor shooting ranges, paintball and airsoft fields, shotgun compact sporting stands, and archery zones. Supporting infrastructure includes an administrative building with training classrooms, shooter accommodations, dining facilities, specialized weapons stores, administrative offices, and auxiliary premises. A large parking area is also planned.
To minimize earthworks and ensure natural sound insulation during shooting, the design places the longest 600-meter range within the existing thalweg (natural depression) on the site. The project also provides a phased implementation plan, allowing the facility to be built in stages, starting with the primary shooting infrastructure.
Despite the scale of the development, the architects focused on minimizing impact on the local landscape and included provisions for the use of alternative energy sources.
