Lviv Signs a Tripartite Agreement with Swedfund and Deloitte to Develop the UNBROKEN Surgical Building Project

At the international ReBuild Ukraine exhibition and conference, Lviv signed an important tripartite agreement with Swedfund and Deloitte to prepare the project for the construction of a new UNBROKEN surgical building. The project will be implemented through a public-private partnership (PPP), enabling the city to attract international investment and expertise without placing additional financial pressure on the municipal budget.

The agreement provides for consulting support and funding to develop the feasibility study (FS) — a key stage preceding the start of construction.

  • Swedfund will provide a grant of 4 million SEK to cover preparatory work.
  • Deloitte will prepare the feasibility study and develop the tender documentation required for selecting a private partner.

Construction is expected to begin after the completion of the tender process and the selection of a private investor in 2026.

The new UNBROKEN surgical building will become one of the most important medical facilities in the city and within the national rehabilitation network. The project foresees:

  • 6 floors

  • 220 beds

  • 13 operating rooms

The facility will significantly expand surgical capacity and ensure high-quality medical care for people injured in the war.

Earlier, Lviv signed an agreement with the International Finance Corporation (IFC), which provides advisory support to ensure the project meets international standards and helps attract international donors.

“The construction of the new UNBROKEN surgical building is a strategic project that will significantly strengthen Lviv’s medical infrastructure and expand the capabilities of the entire UNBROKEN ecosystem. Thanks to the public-private partnership mechanism, we can implement this large-scale facility without additional pressure on the city budget while attracting international investors and expert knowledge. This will allow us to build the facility in line with the highest international standards and provide high-quality surgical care for thousands of patients affected by the war,” noted Andriy Pavliv, Head of the Investment and Projects Office of the Lviv City Council.
