ДетальнішеThe agreements were signed on July 9, 2025, during the Ukraine Recovery Conference held in Rome. This milestone was made possible thanks to the successful collaboration between the City of Lviv and international partners — NEFCO, EBRD, E5P, SIDA, DSIF, as well as the governments of Denmark, Sweden, Norway, and Finland,” explained Andriy Pavliv, Head of the Investment and Projects Office of the Lviv City Council.
Following this, the Lviv City Council approved:
A grant agreement between the Nordic Environment Finance Corporation (NEFCO) and Lvivvodokanal for up to €3.7 million (three million seven hundred thousand euros).
A grant agreement between NEFCO and Lvivvodokanal for up to €7 million (seven million euros).
A grant agreement between NEFCO and Lvivvodokanal for up to €5 million (five million euros).
A grant agreement between Lvivvodokanal, the Lviv City Council, and the European Bank for Reconstruction and Development (EBRD) for up to €6.5 million (six million five hundred thousand euros).
A Guarantee, Indemnity, and Project Support Agreement between the Lviv City Council and the EBRD.
“This is a project that directly impacts the quality of life of Lviv residents — clean water, less waste, and self-generated energy. And it’s incredibly meaningful that our partners are ready to invest in such initiatives during wartime. We are grateful to our Nordic friends from Denmark, Sweden, Norway, and Finland for their support!” said Lviv City Mayor Andriy Sadovyy.
The modernization of the wastewater treatment plant is one of Lviv’s most important environmental infrastructure projects. Once upgraded, the facility will not only effectively treat all of the city’s wastewater but will also generate heat and electricity from biogas for its own use.
This project is also a vivid example of Nordic cooperation, with support provided by Sweden, Denmark, Norway, and Spain through the E5P, NEFCO, SIDA, and DSIF funds.
A NEFCO representative shared that the dialogue with Lviv about reducing its environmental impact on the Baltic Sea began 14 years ago: “This will have a tremendous environmental effect — not only for Lviv but also for the Baltic Sea.”
The agreement was signed on behalf of the European Bank for Reconstruction and Development by Arvid Turkner.
“This is a complex agreement that was made possible thanks to the partnership of many parties. Much credit goes to Mayor Andriy Sadovyy, who has repeatedly demonstrated his ability to unite people around a common cause,” said the EBRD representative.
The wastewater treatment plant modernization project in Lviv is being implemented in partnership with EBRD, NEFCO, E5P, SIDA, DSIF, with the City of Lviv also contributing to the project’s financing. The Investment and Projects Department of the Lviv City Council (Invest in Lviv) facilitated the signing of the credit and grant agreements and continues to oversee the implementation of the projects.
