Lviv welcomes IFC leaders from Ukraine and Europe

In January 2026, a delegation of the International Finance Corporation (IFC) arrived in Lviv on a working visit to discuss further participation in the implementation of the UNBROKEN Surgical Hospital project, which is planned to be built under a public-private partnership model.

The delegation was led by Ines Rocha, IFC Director for Western Europe, Ukraine, and Moldova. It also included aestner Lisa Kaestner, IFC Regional Manager in Ukraine, and Olena Voloshyna, Head of the IFC Office in Ukraine.

During the visit, IFC representatives familiarized themselves with the infrastructure of the UNBROKEN Rehabilitation Center, visited the future construction site, and held working meetings with the project team and the leadership of the Lviv City Council. The parties discussed the financial model, mechanisms for attracting private investment, and opportunities to scale the project with the participation of international partners.

The project предусматриє the construction of a seven-story surgical hospital with a total area of more than 31,500 square meters and a capacity of 220 beds. The facility will specialize in high-tech medical services, including oncology, transplantation, cardiac surgery, intensive care, and rehabilitation.

The project is planned to be financed through a blended model. Fifty percent of the budget will be provided by the public partner—the Lviv City Council—through grant funding. The remaining 50 percent will be invested by a private partner, with returns secured through an availability payments mechanism over 15–20 years.

Key project partners include Swedfund, IFC, Deloitte, Shigeru Ban Architects, and ABMK. IFC acts as the project’s advisor and works to attract private investment.

The implementation of the UNBROKEN Hospital is expected to become one of the largest examples of public-private partnership in Ukraine’s healthcare sector and an important element in rebuilding the healthcare system during wartime.
