The largest industrial project in Lviv has been launched — the municipal industrial park Formatsia.Lviv.

On September 26, 2025, the municipal industrial park Formatsia.Lviv was opened in Lviv. The first resident is the Ukrainian company USP Panels, which has been producing sandwich panels for construction for almost 20 years. Now the company has opened its plant in Lviv — in the municipal industrial park in Syhnivka.

“This industrial park is a symbol of how the city works for the future. Last year, there was just a field here. Today, there is a very impressive production facility. In total, this area will have 150,000 square meters of production space. Today, during the war, every job matters, every tax matters, coordination matters. I am convinced that a strong army must rely on a strong economy. I am very grateful to the founder of this enterprise — this is a unique production. The entrepreneur invested 15 million euros here. He could have spent them elsewhere. But this person believes in Ukraine, believes in our victory,” said Andriy Sadovyy, Lviv City Mayor.

“The industrial park Formacia.Lviv is one of Lviv’s key industrial projects. We initiated this project during the full-scale war in 2023. The industrial developer Alterra Group, which won the city’s investment competition, received the land plot for lease and signed an investment agreement with the Lviv City Council. Alterra Group built the industrial infrastructure and attracted the first residents. This is an example of successful synergy between local government and business. And today we already see the result — the launch of the first resident, the Ukrainian production company USP Panels. This is a signal to investors: Lviv has all the conditions for development and investment, and the city is ready to be a reliable partner for business,” said Andriy Pavliv, Head of the Investment and Projects Office of the Lviv City Council.

For entrepreneur Andriy Poritskyi, founder of USP, this is his third plant in Ukraine. The total area of the Lviv enterprise is 7,200 m², with modern production, storage, and office premises as well as its own solid-fuel boiler house. The company plans to produce about 200,000 m² of products per month and will provide new jobs for Lviv residents.

“Not everything is fully set up yet, but in a week or two we will already be producing high-quality sandwich panels here, which will be sold throughout Ukraine. For now, only Ukraine, but the quality should be better than European, so we hope customers will notice. We have strong capacity: if we work only during the day, we can produce 7–8,000 m², but in total we can operate in four shifts of 8 hours. So this can be continuous production. Today, our two plants are loaded at about 90%. This will be the third. We employ 200 workers in total. Here we already have 20 employees. We will increase to 40, 60, depending on the growth of production,” said Andriy Poritskyi, head of USP panels company.

WHAT IS THE INDUSTRIAL PARK FORMATSIA.LVIV

The industrial park Formatsia.Lviv began construction in 2023. The industrial developer Alterra Group won the open competition of the Lviv City Council, received the land lease, signed the investment agreement, and built the first phase of production space, attracting the first residents. Following the example of the Lviv municipal park, the company aims to open seven such parks across Ukraine with appropriate infrastructure.

The Lviv industrial park Formatsia.Lviv covers 30 hectares, located just 8 km from the city center and 70 km from the Polish border.

  • Initiator: Lviv City Council (resolution in July 2023).

  • Project coordinator from the city: Investment and Projects Department of the Lviv City Council.

  • Managing company: Alterra Group (lease for 50 years).

  • Residents already include: USP Panels (sandwich panels), Lakma (caps and bottles), Pozhmashyna (fire and special equipment), Family Gold Masters (jewelry), Dodo Socks (socks brand), and others.

  • Timeline: first stage — 22,000 m² of production space — commissioned in September 2025; another 11,000 m² planned by the end of the year. Full completion — 2028.

  • Jobs: over 500 in 2025, about 3,500 after full launch.

The industrial park requires residents to be manufacturers only, not just warehouses, and to register in the Lviv community, so that taxes remain in the city.

“This is a full-fledged ecosystem. Manufacturers who enter the industrial park will be surrounded by peers like themselves. They can form horizontal connections and create more complex, finished products, not just parts. We take care of all premises services for them — maintenance, roofs, water, electricity, gas, catering, parking, landscaping, storm drains. They don’t have to worry about any of this, so they can focus only on production. In addition, we will help residents find workers, provide training here. It will be interesting to work here. Also, to make life easier for manufacturers, the state provides benefits for residents of industrial parks: exemption from VAT on equipment, customs duties on equipment, and corporate income tax for 10 years,” said Maksym Lozovskyi, Commercial Director of the industrial park Formatsia.Lviv.

The park will also feature a science and technology center with a startup incubator, laboratories, coworking, conference halls, children’s rooms, and a recreational area with landscaping and a pond.

The total investment is over UAH 5 billion. Lviv received UAH 114 million from the Ministry of Economy of Ukraine for park development.

“Today, we have 105 industrial parks in the country. But it is very pleasing to see municipal industrial parks that choose strong management companies who know how to attract investors, how to support them, how to create proper conditions. The state annually allocates funds for the development of industrial parks. Last year, this park received UAH 114 million for internal infrastructure development. And it is very satisfying to see that last year the state gave support, and this year we already see a large production facility assembling its team. I wish for many more investments and new production lines,” said Vitalii Kindrativ, Deputy Minister of Economy of Ukraine, at the park’s opening.

At the same time, as Andriy Pavliv, Head of the Investment and Projects Department of the Lviv City Council, reminded, the city also invested significantly in the industrial zone infrastructure: 4 MW electric capacity (UAH 23.3 million), water supply reconstruction (UAH 19 million), gas pipeline construction (UAH 15 million), road repairs (UAH 159 million). Further plans include a new road and a sewage system for the entire zone.

“Overall, the launch of industrial parks is a common practice in EU cities, whose experience shows that such parks become hubs of economic growth, attract investment, create jobs, and develop local communities,” summarized Andriy Pavliv.

In total, the Syhnivka industrial zone has two industrial parks: the municipal industrial park Formatsia.Lviv under Alterra Group management (30 ha) and the private Sparrow Park Lviv (19 ha).
