ДетальнішеThe committee will consist of five members of the Lviv City Council—one representative from each faction—and four members from executive bodies. The resolution establishing the standing committee was supported by deputies at today’s plenary session on July 30.
This committee is necessary to implement the provisions of the Law of Ukraine “On Public-Private Partnership” and to organize a competition for selecting a private partner (investor) to deliver a crucial municipal project: the construction of a surgical hospital within the UNBROKEN Ecosystem at 9 I. Mykolaichuk Street in Lviv.
“This is a major experience for us. We have never implemented projects of such scale before. Every resolution has its underlying ideology, and the ideology of this one is very straightforward: to build Ukraine’s first innovative medical facility during wartime. This is extremely challenging—virtually impossible. However, there is a dedicated team determined to make it happen. First, Japanese architect Shigeru Ban donated his time and money to design this project together with his team. The International Finance Corporation (IFC) is devoting a tremendous amount of time to ensure its success, seeking grants ranging from 20 to 40 million euros. Serious discussions are currently underway with a number of international companies considering investing in a city that faces ongoing shelling, with return on investment spread over 15 years after completion. These are truly extraordinary efforts. And within all of this, there is a specific legal requirement—a selection committee must be established,” explained Lviv Mayor Andriy Sadovyy.
“Establishing the selection committee is a vital and necessary step to move forward to the next stage of implementing the PPP project for the UNBROKEN surgical hospital. We are effectively launching the preparation for the competitive selection of a private investor. This is a large-scale, strategic project for the city that has already drawn interest from investors. Our main objective now is to prepare high-quality competition documentation and the draft PPP contract, after which the tender will be officially announced,” noted Andriy Pavliv, Head of the Investment and Projects Office.
As previously reported, Lviv will engage a private investor to construct the new UNBROKEN surgical hospital. This will serve as a pilot healthcare project in Ukraine implemented through a Public-Private Partnership (PPP) model.
The total estimated cost of the project is €115.8 million. Of this amount, €82.9 million is allocated for construction, and €32.9 million is set aside for the procurement of medical equipment.
The financial model anticipates securing up to 50% in grant funding from international donors to acquire medical equipment and partially offset construction expenses.
The project is proposed for implementation under the public-private partnership framework. Under this model, the private partner will be responsible for financing, construction, and technical maintenance of the facility, while the city will receive a fully developed infrastructure to manage.
At the same time, ownership of the asset will remain with the Lviv municipal community, while full operational management of the surgical hospital will be handed over to the First Lviv Medical Territorial Union.
