Lviv City Council has announced a tender (restricted procedure) to select a private partner for the public-private partnership project “Construction of a Surgical Facility within the UNBROKEN Ecosystem at 9 I. Mykolaichuka Street in Lviv.”

The project involves the construction of a surgical facility designed for 220 beds. The facility will house a surgical unit, intensive care unit, inpatient unit, diagnostic unit, laboratory complex, sterilization unit and transplantology unit.

The private partner shall finance and procure the construction and commissioning of a new surgical facility and shall maintain the surgical facility following its commissioning.

The private partner will build the surgical facility based on a design solution that was previously prepared by order of 1ST TMU.

The rights to manage the facility or to provide medical services are not transferred to the private partner. Medical services will be provided by the municipal non-profit company “First Clinical Territorial Medical Union of Lviv”.

PPP Term: 17 years, comprising two years for the construction and commissioning of the surgical facility and 15 years for its maintenance.

The tender will be conducted in a two-stage as a restricted procedure:

• During the first stage (the «Qualification Stage»), the Tender Commission will assess whether the candidates meet the technical and financial Qualification Criteria and are capable of implementing the PPP Project. At this stage, candidates may submit only PQ Applications, and not Proposals, to the Tender Commission.
• During the second stage (the «Bidding STAGE»), the qualified bidders will submit their technical and financial Proposals. The Tender Commission will evaluate the Proposals and select the winning bidder.

Applications for participation in the qualifying selection will be accepted within 100 calendar days from the date of publication of the announcement (October 12, 2026). The deadline for submitting applications for participation in the tender is January 20, 2027, 18:00 Kyiv time.

The limited participation bidding is carried out by the permanent competition commission of the Lviv City Council for public-private partnership projects.
