The event was organised by the International Finance Corporation (IFC), the Lviv City Council’s strategic adviser on structuring and implementing the PPP project, in cooperation with the Investment and Projects Department of the Lviv City Council.
The conference brought together around 70 participants, including representatives of more than 15 companies interested in delivering the project. Discussions focused on the structure of the future partnership, financing arrangements, risk allocation, and the requirements for companies wishing to participate in the tender. On 23 October, representatives of IFC and the city also held individual meetings with potential bidders to discuss the terms of participation in greater detail.
“The conference took place in a focused and constructive atmosphere. We saw genuine interest from the business community, with around 70 participants representing more than 15 companies. The event confirmed that companies are ready to engage in serious discussions about participating in the tender. Türkiye has a successful track record in this field, including the Başakşehir Çam and Sakura City Hospital in Istanbul and Ankara Etlik City Hospital in Ankara. For Lviv, this is the first PPP project in the healthcare sector and an opportunity to develop a model that other cities across Ukraine could subsequently adopt. The city is committed to open and transparent cooperation with the private partner. We invite private companies with experience in constructing healthcare facilities to participate in the tender and are grateful to IFC and all our partners for their support at every stage of preparation,” said Serhiy Kiral, Deputy Mayor of Lviv for International Cooperation.
“For Lviv, it is important to attract experienced international private companies with expertise in delivering large-scale healthcare projects through the public-private partnership model. Before Istanbul, we presented the project in Gdańsk, and we plan to showcase it at ReBuild Ukraine in Warsaw in the near future. Our goal is to reach a broad range of potential bidders from different countries,” said Andriy Pavliv, Head of the Investment and Projects Office of the Lviv City Council.
The conference also brought together representatives of the International Finance Corporation (IFC), the European Bank for Reconstruction and Development (EBRD), the Multilateral Investment Guarantee Agency (MIGA), Ukraine’s Public-Private Partnership Agency, and the project’s advisers, who addressed key aspects of its implementation:
The conference followed the Lviv City Council’s announcement of the tender to select a private partner on 12 October 2026. The next stage is the qualification assessment of companies capable of delivering the project.
The UNBROKEN Surgical Hospital PPP project is intended to strengthen Lviv’s healthcare infrastructure and expand the city’s capacity to provide specialised medical care to patients.
The proposed partnership model предусматриває that the private partner will be responsible for financing, construction, commissioning, and subsequent technical maintenance of the hospital.
The total PPP term will be 17 years: two years for construction and commissioning, followed by 15 years of technical maintenance.
The provision of medical services will not form part of the private partner’s obligations. The hospital will remain part of the municipal healthcare system, with medical care delivered to patients by the relevant municipal healthcare institutions and their staff.
The new Surgical Hospital will become part of UNBROKEN, Ukraine’s largest medical centre specialising in surgery and rehabilitation.
The project is being implemented by the Lviv City Council, the First Medical Association of Lviv, and UNBROKEN, with support from a team of international and Ukrainian advisers and partners, including the International Finance Corporation (IFC), Swedfund, Deloitte, the Ukrainian Healthcare Center (UHC), Shigeru Ban Architects, and abmk.
