Lviv became # 1 city in Ukraine by approving the list of projects for public-private partnership

Lviv became # 1 city in Ukraine, which approved such a list of projects. Moreover, on July 30 was signed a memorandum of cooperation between the Lviv City Council and the State Agency for Public-Private Partnership Support to join efforts in projects implementation in the field of urban planning, transport, social, cultural, sports and other infrastructure. On the same day was held an online seminar, which was attended by fund managers, customers, balance holders and the public sector, as well as those potential partners who have already applied to the city or plan to apply with their initiatives and ideas. The seminar provided more general information on what is a public-private partnership, what are the stages of project preparation, how to prepare a feasibility study, what are the risks at each stage, what are the forms of contracts and others.

On July 20, the Executive Committee of the Lviv City Council adopted a decision approving the list of projects that can be considered for implementation on the terms of public-private partnership (PPP) in Lviv. The list includes 11 potential PPP projects that envisage the construction of new facilities as well as the modernization of the existing municipal infrastructure.

“Generally, we are talking about 11 projects, the list is, of course, not exclusive, it can be supplemented and adjusted. The adoption of such a decision will allow us to open the way for the cooperation with the State Agency for the implementation of public-private partnership projects. This is an important support for the city to prepare those kind of projects. Of course, based on the results of such work, each project will develop its own work schedule, prepared documents, feasibility studies, concept notes, which will be further considered by various executive bodies and the city council.

The advantage is that we are discussing this today. According to the latest amendments to the law on public-private partnerships, it is the private partner that can initiate public partnership projects. I expect that we will receive proposals and ideas from the private sector, which projects can be submitted” said Serhiy Kiral, deputy mayor and Business Ombudsman in Lviv City Council.

Andriy Sadovyy, Lviv City Mayor, also stressed the importance of jointly developing a list of projects, involving business and public initiatives.

“It is important for us to address the public, the business, that the city has developed a basic option, but we are waiting for suggestions and ideas to make this list as wide as possible. It is for the long term. We will be able to make additions to it at the executive committee. We need to give this a powerful promo. We need to address the public with what we have basically approved, but we want to implement more projects. Submit your ideas and thoughts” the mayor added.

In particular, the mayor called on all those wishing to have projects together with the city to apply and participate in the process of forming and implementation of projects.
